Measures for the Administration of Electric Bicycles at Shandong University (Trial)

Chapter General Provisions

Article 1: In order to strengthen the management of campus electric bicycles, maintain campus traffic order, eliminate fire safety hazards, and effectively ensure the personal safety of teachers, students, medical staff, and staff, in accordance with the Road Traffic Safety Law of the People's Republic of China and the Shandong Province Electric Bicycle Management Measures

This office is formulated in accordance with relevant laws, administrative regulations, and school management regulations such as the "Regulations on Public Safety Management of Shandong University", combined with the actual situation of the school law.

Article 2: The management of electric bicycles shall follow the principle of "education first, legal management, collaborative linkage, and safety guarantee", strictly control the increment, gradually reduce the stock, and implement a real name registration system. Pay attention to improving campus transportation facilities and enhancing comprehensive service levels, and strive to create a safer, more convenient, and harmonious campus environment for teachers, students, and medical staff.

Article 3: These Measures apply to all the electric bicycles used on the campus of Shandong University. All electric bicycles entering the campus of Shandong University must comply with these Measures.

Temporary license plates for electric bicycles and motorcycles (electric motorcycles, gasoline motorcycles) shall be implemented in accordance with these Measures.

Chapter Job Responsibilities

Article 4: The school shall establish an electric bicycle management leading group led by the school leaders in charge of safety work, with the Party Committee Security Department (Safety Management Department) as the leading department. The member departments include the Party Working Committee of Weihai Campus, the Party Working Committee of Qingdao Campus, the Party Working Committee of Qilu Medical College, the Party Committee Office, the President's Office, the Safety Work Committee Office, the Party Committee Teacher Work Department, the Party Committee Student Work Department, the Youth League Committee, the Party Committee Graduate Work Department, the Logistics Support Department, the Xinglongshan Campus and the Software Park Campus Management Office. The leadership group establishes a collaborative mechanism to jointly promote the safety management of electric bicycles. The office of the leadership group is located in the Party Committee Security Department (Security Management Office), and the responsibilities of each department are as follows:

1 The Party Committee Security Department (Safety Management Office) is responsible for the daily management of electric bicycles; Responsible for the registration, registration, and authorization management of electric bicycles on campus; Responsible for the management of non compliant electric bicycles on campus; Responsible for providing reminders, warnings, and notification of penalties for violations of cycling, parking, and charging on campus; Contact the traffic police to carry out police school joint construction and governance activities.

2 Weihai Campus Party Working Committee, Qingdao Campus Party Working Committee, Qilu Medical College Party Working Committee, Party Committee Office, President's Office, Safety Work Committee

The office is responsible for comprehensive coordination between departments; Guide and supervise the safety management of electric bicycles in various units.

3 The Teacher Work Department of the Party Committee, in conjunction with the Second Level College, carries out legal publicity and safety education for teaching and medical staff; Collaborate with the Party Committee Security Department (Security Management Office) to carry out information screening, registration, and daily management of electric bicycles; The Joint Party Committee Security Department (Security Management Office) shall handle the illegal use of electric bicycles.

4 The Student Work Department of the Party Committee, the Youth League Committee, and the Graduate Work Department of the Party Committee jointly carry out legal publicity and safety education for student groups in secondary colleges (training units); Collaborate with the Party Committee Security Department (Security Management Office) to carry out information screening, registration, and daily management of electric bicycles; The Joint Party Committee Security Department (Security Management Office) shall handle the illegal use of electric bicycles.

5 The Logistics Support Department, Xinglongshan Campus, and Software Park Campus Management Office urge property gatekeepers to strengthen the management of building entrances and exits, strictly prohibit electric bicycles or batteries from entering indoor areas, and inspect public areas of buildings for illegal charging; Supervise the property gate staff to strengthen the daily management of electric bicycles in the public passage in front of the building; Carry out legal publicity and safety education for service guarantee personnel; Collaborate with the Party Committee Security Department (Security Management Office) to carry out information screening, registration, and daily management of electric bicycles; The Joint Party Committee Security Department (Security Management Office) shall handle the illegal use of electric bicycles.

Chapter Safety Education

Article 5: Schools and units shall make full use of various propaganda platforms and carriers to widely carry out traffic safety legal education, strengthen the promotion of standardized knowledge and typical case warning education on electric bicycle riding, parking, charging, etc., guide teachers and students, medical staff to enhance safety awareness, and fully understand the possible illegal behaviors and safety hazards that may exist in the use of electric bicycles.

Article 6: Teachers and students should consciously regulate their personal riding behavior, actively participate in safety education and training organized by the school, consciously learn traffic safety laws and regulations, abide by traffic rules, and continuously improve their awareness of traffic safety and self-protection ability.

Chapter Registration and Listing

Article 7: Electric bicycles driving on campus must register and apply for campus access plates, in accordance with the principle of "one vehicle, one license plate, no license plate"

Management shall be carried out in accordance with the principles of compliance, violation of traffic restrictions, and expiration of license plates.

Article 8: The total quantity of electric bicycles on campus shall be controlled, and attention shall be paid to the guidance of vehicle purchase and use. The riding, parking, and charging behavior of electric bicycles shall be continuously standardized to ensure the safety of travel for teachers and students.

Article 9: After registering with the public security organs and obtaining and hanging electric bicycle license plates in accordance with regulations, teachers, students, medical staff, and electric bicycles shall generally apply for one campus access plate per person.

Article 10: Campus security and logistics support, as well as other campus official electric bicycles, shall be uniformly applied for by the vehicle using unit. After approval by the main person in charge of the unit, the Party Committee Security Department (Safety Management Office) shall handle campus access plates uniformly.

Article 11: For external electric bicycles that need to enter the school for a long time due to official duties, the application shall be made by the on campus unit, and after approval by the main person in charge of the unit, the campus access plate shall be approved and processed by the Party Committee Security Department (Safety Management Office).

Article 12: Car owners must dispose of electric bicycles with expired campus license plates on their own. Overdue vehicles on campus will be uniformly cancelled and cleared by the Party Committee Security Department (Safety Management Office).

Chapter Safe Driving

Article 13: Except for ambulance, firefighting, emergency and other special vehicles, electric bicycles shall enter the campus with the campus license plate. Campus license plates should be hung in designated positions and kept clear and complete for inspection. If the campus license plate is damaged and cannot be identified, it should be promptly applied to the school for replacement.

Article 14: Drivers of electric bicycles shall strictly abide by road traffic safety laws and regulations, and comply with the following provisions:

(1) Wear safety helmets in a standardized manner;

2 Not allowed to carry passengers in violation of regulations;

3 Drive safely according to campus traffic signs and markings (for non motorized lanes, drive on the right side of the lane), and do not go in the opposite direction;

4 Do not ride with one hand or hands off the handle;

5 Chasing, climbing, and speeding are prohibited, with a speed limit of 25 kilometers per hour on campus;

6 No other unsafe or uncivilized driving behaviors are allowed.

Article 15: Visitors from outside the school who need to ride electric bicycles to enter the school should indicate in the admission application, and leave the campus after completing the visit procedures.

Article 16: Electric bicycles that fall under the following circumstances are prohibited from entering the campus. If the following vehicles are found to be driving or parking on campus, the school has the right to take measures such as prohibiting entry and towing off:

1 Electric bicycles that have not hung the campus electric bicycle license plate of Shandong University or have not been temporarily authorized by the school;

2 Illegal modification and installation of electric bicycles;

3 Unauthorized electric bicycles with business nature;

4 Delivery of electric bicycles for food delivery;

5 Other types of vehicles that are legally prohibited from driving on the road.

Chapter Parking and Charging

Article 17: Electric bicycles shall be parked in an orderly manner within the designated area of the school, and shall not obstruct the passage of other vehicles and pedestrians. It is prohibited to park electric bicycles in the following areas:

1 No parking area of motorway, non motorway, tactile paving and sidewalk;

2 Special passages such as evacuation routes, safety exits, and fire truck passages;

3 Public areas such as building lobbies, stairwells, corridors, and corridors;

4 Prohibited parking areas in other public places.

Article 18: The Party Committee Security Department (Security Management Office) is responsible for the daily order maintenance of electric bicycles in public areas of the campus, as well as building door values

Personnel (property management staff, student apartment duty officers, etc.) are responsible for maintaining the daily order of electric bicycles in the public passage in front of the building.

Article 19: Electric bicycles should be charged in centralized charging areas on campus, and chargers that comply with relevant national regulations should be used to ensure charging safety. Electric bicycles or batteries are strictly prohibited from entering buildings such as office buildings, dormitories, experimental buildings, teaching buildings, and underground parking lots.

It is prohibited to store or charge electric bicycles or batteries by pulling the power cord without authorization.

Article 20: The Party Committee Security Department (Security Management Office), Logistics Support Department, Student Affairs and other departments are responsible for daily inspections and rectification of illegal use of electric bicycles.

Article 21: For electric bicycles that are not used for a long time, the owner shall promptly handle the procedures for removing the campus license plate and shall not park them on campus for a long time. The school has the right to relocate vehicles that occupy fire exits, affect campus traffic order and public environment. Used electric bicycles that have not been claimed for a long time will be disposed of uniformly after being publicized, and the owner's qualification to reapply for campus license plates will be cancelled.

Chapter Violation Handling

Article 22: If one of the following situations occurs, the school has the right to take measures such as criticism and education, campus notification, or cancellation of vehicle campus license plate authorization

Other measures:

1) Violation of road traffic safety laws and regulations regarding the driving, parking, and charging of electric bicycles;

(2) Violating the regulations on the driving, parking, and charging of electric bicycles on campus in these Measures;

(3) Providing false information and materials during registration and filing;

(4) Falsifying, applying campus license plates, or selling or lending campus license plates to others for use;

(5) Other illegal and irregular behaviors.

Article 23: If the illegal use of electric bicycles on campus leads to safety accidents or significant impacts, the school will cooperate with law enforcement departments to pursue corresponding responsibilities in accordance with the law and regulations.

Chapter Supplementary Provisions

Article 24: Chapter 8 shall apply to Weihai Campus and Qingdao Campus in accordance with these Measures.

Article 25: Matters not covered in these Measures shall be implemented in accordance with laws and regulations such as the Road Traffic Safety Law of the People's Republic of China.

Article 26: These Measures shall be interpreted by the Party Committee's Security Department (Security Management Office) and shall come into effect from the date of issuance.


山东大学电动自行车管理办法(试行

第一章 总 则

第一条 为加强校园电动自行车管理,维护校园交通秩序,消除消防安全隐患,切实保障师生医务员工人身安全,根据《中华人民共和国道路交通安全法》《山东省电动自行车管理办法》

《山东大学公共安全管理规定》等相关法律、行政法规和学校管理规定,结合学校实际制定本办法。

第二条 电动自行车管理以教育为先、依法管理、协同联动、保障安全为原则,严格控制增量,逐步减少存量,实行实名登记注册制度。注重校园交通配套完善、综合服务水平提升,努力为师生医务员工营造更加平安、便捷、和谐的校园环境。

第三条 本办法适用于所有在山东大学校园内使用的电动自行车,凡进入山东大学校园内的电动自行车,均须遵守本办法。

临时号牌电动自行车、摩托车(电动摩托车、燃油摩托车)参照本办法执行。

第二章 工作职责

第四条 学校成立由分管安全工作的校领导任组长的电动自行车管理工作领导小组,党委保卫部(安全管理处为牵头部门,成员部门包括威海校区党工委,青岛校区党工委,齐鲁医学院党工委,党委办公室、校长办公室,安全工作委员会办公室,党委教师工作部,党委学生工作部,团委,党委研究生工作部,后勤保障部,兴隆山校区和软件园校区管理办公室。领导小组建立协同联动机制,共同推进电动自行车安全管理工作。领导小组办公室设在党委保卫部(安全管理处),各部门职责如下。

(一)党委保卫部(安全管理处)负责电动自行车日常管理工作;负责校内电动自行车注册、登记和授权管理;负责校内不合规电动自行车的治理;负责校内违规骑行、停放、充电等行为的提示警告、通报处罚;联系交警开展警校共建共治活动。

(二)威海校区党工委,青岛校区党工委,齐鲁医学院党工委,党委办公室、校长办公室,安全工作委员会办公室负责部门间综合协调工作;指导和监督各单位电动自行车安全管理工作开展。

(三党委教师工作部联合二级学院面向教职医务员工开展法制宣传和安全教育;协同党委保卫部(安全管理处)做好电动自行车信息摸排登记和日常管理;联合党委保卫部(安全管理处)对违规使用电动自行车的情况进行处置。

(四)党委学生工作部、团委、党委研究生工作部联合二级学院(培养单位)面向学生群体开展法制宣传和安全教育;协同党委保卫部(安全管理处做好电动自行车信息摸排登记和日常管理;联合党委保卫部(安全管理处)对违规使用电动自行车的情况进行处置。

(五后勤保障部、兴隆山校区和软件园校区管理办公室督促物业门值人员加强楼宇出入口的管理,严禁电动自行车或蓄电池进入室内,巡查楼宇公共区域违规充电现象;督促物业门值人员加强楼宇门前公共通道电动自行车的日常管理;面向服务保障人员开展法制宣传和安全教育;协同党委保卫部(安全管理处)做好电动自行车信息摸排登记和日常管理;联合党委保卫部(安全管理处)对违规使用电动自行车的情况进行处置。

第三章 安全教育

第五条 学校各单位要充分利用各类宣传平台、载体广泛开展交通安全法制教育,加强电动自行车骑行、停放、充电等规范常识宣传和典型案例警示教育,引导师生医务员工增强安全意识,充分了解电动自行车使用中可能存在的违法行为和安全隐患。

第六条 师生应自觉规范个人骑行行为,积极参与学校组织的安全教育培训,自觉学习交通安全法律法规,遵守交通规则,不断提高交通安全意识和自我防护能力。

第四章 登记上牌

第七条 校园内行驶的电动自行车需登记办理校园通行号牌,按照一车一牌、无牌禁行、违规限行、到期销牌的原则进行管理。

第八条 校内电动自行车实行总量控制,注重车辆购置引导和使用指导,持续规范电动自行车骑行、停放和充电行为,保障师生出行安全。

第九条 师生医务员工电动自行车经公安机关注册登记,取得并按规定悬挂电动自行车号牌后,原则上每人申请办理一个校园通行号牌。

第十条 校园安全保障、后勤保障等校园公务电动自行车由车辆使用单位统一申请,经所在单位主要负责人审批后,由党委保卫部(安全管理处)统一办理校园通行号牌。

第十一条 各单位因公务需长期入校的外来电动自行车由校内单位申请,经单位主要负责人审批后,由党委保卫部(安全管理处)核准办理校园通行号牌。

第十二条 车主须自行处置校园号牌到期的电动自行车,校内逾期车辆将由党委保卫部(安全管理处)统一销牌、清理。

第五章 安全行驶

第十三条 除救护、消防、抢险及其他特殊车辆外,电动自行车凭校园号牌进入校园。校园号牌应悬挂于规定位置,并保持清晰、完整以备查验。如校园号牌损坏无法辨识,应及时向学校申请更换。

第十四条 驾驶电动自行车应严格遵守道路交通安全法律法规,并遵守以下规定:

(一)规范佩戴安全头盔;

(二)不得违规载人;

(三)按照校园交通标志、标线安全行驶(未施划非机动车道的,靠车行道右侧行驶,不得逆行;

(四)不得单手、双手离把骑行;

(五)不得追逐骑行、攀扶骑行、超速骑行,校园内限速25 公里/小时;

(六)不得有其他不安全驾驶和不文明驾驶行为。

第十五条 校外来访人员需骑行电动自行车入校的应在入校申报中注明,来访事项办理完毕后驶离校园。

第十六条 有下列情形的电动自行车禁止进入校园,如发现以下车辆在校内行驶、停放,学校有权采取禁入、拖离等处置措施:

(一未悬挂山东大学校园电动自行车通行号牌或未获学校临时授权的电动自行车;

(二)非法改装、加装的电动自行车;

(三)未经许可,带有经营性质的电动自行车;

(四)外卖配送电动自行车;

(五)法律规定不能上路的其他类型车辆。

第六章 停放与充电

第十七条 电动自行车应在学校划定区域有序停放,不得妨碍其他车辆和行人通行。禁止在下列区域停放电动自行车:

(一)机动车道、非机动车道、盲道,人行道的禁止停放区域;

(二)疏散通道、安全出口、消防车通道等专用通道;

(三)建筑物公共门厅、楼梯间、楼道、走道等公共区域;

(四)其他公共场所的禁止停放区域。

第十八条 党委保卫部(安全管理处)负责校园公共区域电动自行车日常秩序维护,楼宇门值人员(物业工作人员、学生公寓值班员等)负责楼宇门前公共通道电动自行车日常秩序维护。

第十九条 电动自行车应在校园集中充电区充电,充电时应当使用符合国家有关规范的充电器,确保充电安全。严禁电动自行车或蓄电池进入办公楼、宿舍楼、实验楼、教学楼、地下停车场等建筑物内存放或充电,禁止私拉电源线为电动自行车或蓄电池充电。

第二十条 党委保卫部(安全管理处、后勤保障部、学生工作等部门负责日常巡查整治电动自行车违规使用行为。

第二十一条 长期不使用的电动自行车,车主应及时处理出校并办理校园号牌注销手续,不得在校园内长期停放。对占用消防通道、影响校园交通秩序和公共环境的车辆,学校有权进行挪移。长期无人认领的废旧电动自行车,将公示后统一处置,并取消车主重新申请校园号牌的资格。

第七章 违规处理

第二十二条 具有以下情形之一的,学校有权采取批评教育、校内通报、取消车辆校园号牌授权等措施:

(一违反道路交通安全法律法规关于电动自行车行驶、停放、充电规定的;

(二)违反本办法关于电动自行车校内行驶、停放、充电规定的;

(三)登记备案时提供虚假信息和材料的;

(四)伪造、套用校园号牌或将校园号牌出卖、转借给他人使用的;

(五)其他违法违规行为。

第二十三条 在校园内违规使用电动自行车,导致安全事故或造成重大影响的,学校将配合执法部门依法依规追究其相应责任。

第八章 附

第二十四条 威海校区、青岛校区参照本办法执行。

第二十五条 本办法未尽事宜,按照《中华人民共和国道路交通安全法》等法律法规执行。

第二十六条 本办法由党委保卫部(安全管理处负责解释,自印发之日起施行。
